Resumo:

A pesquisa de doutorado tem por objetivo compreender a desterceirização de efetivos de manutenção na Companhia Siderúrgica Nacional (CSN) a partir dos anos 2000. A desterceirização consiste na retomada pela empresa principal de atividades, áreas e/ou funções anteriormente subcontratadas a empresas terceirizadas. O processo torna-se emblemático na medida em que ele emerge na contramão da tendência à terceirização progressiva das atividades. A terceirização no discurso empresarial foi, por diversas razões, alçada à condição de estratégia mais eficiente e lucrativa de gestão dos efetivos. Portanto, o objetivo específico desta pesquisa se situa na compreensão das razões que levaram a empresa à decisão de reverter a terceirização de grande parte da manutenção de equipamentos.

Abstract:

Outsourcing has received in recent years huge attention by Law, Business and Labour Sociology studies, not without reason. Among the “techniques” targeting efficiency disseminated by the flexible paradigm, outsourcing occupies a central position, as it allows even huge enterprises to adapt to “lean” and modern production. Outsourcing also represents a form of work organization whose impacts on precarization of work, workers and their institutions, were felt more intensely and permanently. Among the stated advantages of outsourcing for companies were the possibility to reduce costs, increase productivity and reduce labor conflicts. Despite the vaunted efficiency, outsourcing has retreated in different companies in Brazil and worldwide. The papers which proposed to explain the resumption of outsourced activities by means of the economic rationality attributed it to the need for companies to decrease costs, increase productivity and avoid injustices. However, how to explain that outsourcing reverse has been adopted by companies to generate the same benefits “promised” by outsourcing? This thesis aims to understand outsourcing reverse as a result of problems faced by companies with outsourcing. Despite the fact that outsourcing is a widespread practice in the labor market, concerted or isolated actions performed by workers, labor institutions and trade unions against its effects show that it has never been a pacified theme. The reconstitution of the struggles and achievements of outsourced workers provides a glimpse of the permanent pressure on labor relations in outsourcing.
